Leios is expected to switch on once BLS keys cover about 90 to 95% of delegated stake
The fork makes Leios available but does not raise capacity. Pools register their BLS voting keys after Dijkstra, and Leios switches on once those cover roughly 90 to 95% of delegated stake, a figure parameters still set. Once Leios is active, endorser block transactions are expected to reach the ledger in roughly 45 to 60 seconds, from 3 to 5 times the 4.5 TxkB/s ceiling toward 10 to 15 times with later updates.
